Detroit City Council approval of a Brownfield plan is required in order for developers to receive TIF reimbursement for eligible activities conducted on an eligible property. The requirements for brownfield plans approval are largely set by state law
(MCL 125.2651).
The Detroit Brownfield Redevelopment Authority is one of the most active in the state. DEGC staff is well-equipped to help assist developers through the process. Brownfield plans are generally approved within 90 days. The process includes the following steps:

Completion of the Detroit Brownfield Redevelopment project application

Preparation of a Brownfield plan.

Plan presentation to the DBRA Board of Directors and the DBRA Community Advisory Committee (CAC).

Local public hearing on the Brownfield plan in project area.

Plan approval by DBRA Board of Director's for submittal to Detroit City Council for approval.

Submittal of a MEGA and/or Michigan Department of Environmental Quality (MDEQ) work plan for TIF reimbursement approval.
