The Detroit Economic Growth Corporation ("DEGC"), on behalf of the City of Detroit, is soliciting creative proposals ("Proposals") for the redevelopment Lafayette Towers located at 1301 & 21 Orleans, Detroit Michigan into a market rate property. This
high-rise apartment complex is comprised of two, 22-story buildings. Located on
approximately 9.86 acres in the Mies van der Rohe Residential District, this
market-rate property offers 584 units. Amenities include: fitness center,
laundry room, community space, pool and garage.
The City of Detroit views this property as ideally suited to take
advantage of recent development trends through major renovation and improvement to the
property into market-rate residential apartments. The goal of the RFP is to select
a developer that not only shares this vision, but has the financial capacity
and experience to immediately close on this property and begin improvements.

A pre-submittal meeting will be held on October
10, 2012 at 10:00am EDT, in DEGC offices (500 Griswold, Suite 2200, Detroit MI,
48226.) The purpose of this meeting is to discuss the Request for Proposal, its
goals and objectives with prospective Respondents and to answer questions
concerning the RFP Attendance at this meeting by a representative of the Respondent
is strongly encouraged. Any questions and answers furnished will not be
official until verified in writing and posted to the DEGC website. Answers that
change or substantially clarify the RFP will be affirmed in writing with copies
provided to all in attendance.
Proposals must be submitted in
the required format (see Section 4, "Information Required from All Proposal

Sealed proposals must arrive at DEGC no later than 5:00 pm, EDT on October 24, 2012.
received after the deadline will not be considered. Regardless of the delivery
method, the Respondent is responsible for the actual delivery of the Proposal
by the deadline. All Proposals
become the property of the DEGC/City after the deadline whether awarded or
rejected. The Committee may use elements or ideas in any Proposal submitted in
any manner, including, but not limited to, the issuance of additional requests
for Proposals for this property.
